The apex licenses for ISE are: L-ISE-APX-LIC=(QTY)
These get you the following features MDM, posture compliance, and TC-NAC. Note that in order to use something such as posture compliance for granting vpn access using ISE as your AAA server you would need 1 base license + 1 apex license per session.

L-AC-APX-LIC=(QTY) are for the ASA. AC-APX-LIC get you things such as SAML auth, NVM, clientless vpn termination, all plus services, and a few more features.

You typically end up needing both the ISE Apex and AnyConnect Apex licenses for use cases in which you are doing posture assessment with ISE and the Anyconnect Posture module.
