Cisco anyconnect mobility client on AWS windows server not working

Hello All

We are trying to connect to customer network from AWS ec2 instance (windows server 2019). It tries to connect and then it disconnects with below error

VPN establishment capability for a remote user is disabled. A VPN connection will not be established

I tried to follow https://blog.expta.com/2020/04/how-to-enable-cisco-anyconnect-vpn.html#:~:text=First%2C%20open%20the%20client%20profile,use%20AllowRemoteUsers%20instead%20of%20LocalUsersOnly.&text=Now%20save%20the%20profile%20to%20your%20Desktop%20or%20another%20loc....

and advised to customer to setup new profile. They are not making the change and they say it should work anywhere.

Question

Is there anything specific which can cause windows server not making cisco anyconnect.

https://www.cisco.com/c/en/us/support/docs/smb/routers/cisco-rv-series-small-business-routers/smb5457-cisco-anyconnect-secure-mobility-client-supported-operating.html

As per this page it doesnt mention supporting server but i find that strange.

Is there any other thing missing which can cause the connection issue.

version installed 4.2.05015
