Cisco ASA default VPN licences anyconnect multi-context

I am implementing a solution where a customer has two ASAs running multicontext. They run a version of code where remote access VPN is supported in multicontext. I am trying to use the two default installed Anyconnect premium licences for this as I believe when you install an APEX this equals anyconnect premium. I have allocated the licences into the resources on each context but the connection fails with a no apex licence available error. Can I use the default licence for this? Can anyone shed any light on this? Otherwise I don't understand the purpose of having the two licences there by default.

I think this is answered on the 9.5 release notes on this forum post. It says you can not use the default licence for this.
