Cisco Secure Client VPN/ISE on RHEL9 install

While attempting to install Cisco Secure Client 5.1.5.65 on Red Hat Linux 9.4 with cisco-secure-client-linux64-5.1.5.65-predeploy-rpm-k9.tar.gz, the install script for both encounters errors.

In the cisco-secure-client-linux64-5.1.5.65/vpn directory as root, 

bash vpn_install.sh

I am running kernel: 5.14.0-427.37.1.el9_4.x86_64 FIPS is enabled and this is RHEL 9.4

/home and /tmp have exec.
Suggestions on resolving this these issues? I'm convinced there is absolute necessary to install the tar bundle over the rpm bundle vpn to get iseposture working properly.
