What model is the ASA? ASA on a hardware appliance uses PAK-based (traditional) licenses.
If you only already have AnyConnect 4.x licenses installed, it should show the maximum number supported by the hardware in the "show activation-key" (or "show version" ) output. Your right to use is based on what's been purchased and installing additional licenses is not required.
If there are no licenses currently installed (beyond the built-in two licenses) and you only have Smart licenses available, then you need to open a TAC case and request the licensing team share the Smart licenses in the customer's account as traditional license

Does smart licenses convert to PAK only supported via TAC, can possible to converted it by Users themselves?

It depends. If the PAK-based licenses have not been fulfilled you can generally convert them yourself via the software.cisco.com portal.
If they are already fulfilled you need to open a TAC case.
