Yes, you would have to purchase Anyconnect Plus or Apex license for the number of concurrent users in your environment.
The differences between Plus and Apex are highlighted here:

By default you have 2 licenses for Anyconnect VPN client access on the ASA.

Rahul is 100% correct here. The ASA/Firewall includes site-to-site VPN for free, but Remote-Access VPN with AnyConnect software requires additional license. The nice thing (starting with AnyConnect v4) is that the licenses are subscription based. Thus, they are not tied to an individual ASA. Instead, you purchase the license once and can install it on as many head-end devices (ASAs, Routers) as you want.
