I am trying to figure out the best way to handle:

we are being requested to set up a pc on our corporate network to be able to establish a remote access vpn (through vpn client) to a partner network (their head end vpn server) so that a user on our network can log into a citrix server and do some daily updates.

I am trying to keep this simple but what recommendations would you have to set this up and keep our corporate network secure from their corporate network?

I would start by putting this new pc in your corporate firewall DMZ and limit communications by the firewall(s).
