L2TP over IPSec

Does any body know how to config a Windows 2000/XP client to connect to a VPN3000 using L2TP/IPSec instead of using just L2TP?

I've followed both Microsoft and CISCO guides but my VPN3000 still says there is no encryption, and VPN3000 seems to be properly configured.
