L2TP Static IP

i would like to ask you all, can we configured L2TP with static ip (sim binding intranet) ? if yes how to do? and if no why ? please explain to me

What sort of Cisco device are you using to terminate the connection, and how are you doing authentication (local, RADIUS, etc)?
