I have heard some talk of the legalities of a vpn between the US and Europe. We have a sales office in Germany and would like to connect the two users there to our systems via vpn using the vpn client software. I am new to the vpn world and do not want to run into legal problems with this setup. Any advice would be appreciated.

You should not run into any problems between the US and Europe.
If you are relating to passing data between the 2 then there are no major restrictions.
At the end of the day, a VPN is just another way of passing data. Regardless of if you are using frame, ATM or a VPN, the same rules apply.
