Can I move a VPN License from one Cisco Firewall to the next? And if so, How?

If it's an AnyConnect 4.x license (other than VPN Only type) then it depends on whether it is PAK-based or Smart.

PAK-based requires the license be shared with the Smart account and requires Cisco licensing team to do so.

Smart licenses can be shared just by registering the new firewall to the Smart account as the entitlement is built-in.
