Is there any way to configure a router (1921) where vpn clients can establish a connection to either of 2 WAN ports (different ISP's)?

Yes, it is very much possible,. creating separate Remote access vpn policies and binding it to the 2 wan ports.

There's a lot more options depending on your configuration and uplinks to ISPs :-)

DVTI way is what might same you a bit of redundant configuration.

how to bind the policies to the 2 separate ports proved difficult (they also appeared to need there own seperate routing table).

well after exhaustive efforts to create this setup on our 1921 router, we have went another route.  It appeared that the only way to accomplish this was through some sort of VRF type setup and after failed attempts by a CCIE/CCNP and CCNA to achieve this we decided to use a secondary appliance.  It would be nice to know how this is possible (as Cisco and others have claimed it is) through some sort of sample config (which I have yet to find; which is interesting b/c you would think i'm not the first one who needed this type of config).  Thank you for your answers and advice.
