I am having a problem with the SSL Client for WebVPN connecting and then all of a sudden disconnecting then it attempts to reconnect and it gets caught in a cycle of disconnecting and reconnecting. This seems to happen regularlly if I am trying to access resources outside the private interface of the VPN concentrator. It happens with both BroadBand as wireless end connections, has anyone seen this issue before?

I am having the same issue too.
I would always see the message that the connection is being re-established.
Cisco TS replied as follows :
For the systray icon indicating your VPN connection is re-established, I have not found any known problems or negative issues. I did find CSCsa63708, which is an internal enhancement bug you should not be able to view externally on CCO. CSCsa63708 adds a "balloon pop-up to indicate the STC tunnel is up." This should be comestic unless you notices any performance issues or problems. In this case, do let me know and I can escalate your case to a Security TAC engineer to work on it.
As your session stayed up during the period you were connected, hence I do believe the systray icon message is comestic".
I am using SVC version 1.0.2.127

I loose connectivity for the time it is disconnected and reestablished, sustained pings show that timeouts happen and a general failure the Adapter being recreated? then timeouts, then resumed connectivity.
