When the users access the ssl vpn client the message to load Active X applet automatically pops up if it is not blocked or disabled by administrator or by the user. Check for the browser settings if Active X is allowed also contact the system administrator to enable Active X. Also you may not be able to install ssl vpn client if the software restriction is on basis of number of users and you have exceeded the allowed number of users.
