VPN client occasionally does not start - VPN subsystem not available

Does anyone else occasionally get this message when firing off the VPN client?

The necessary VPN sub-system is not available. You will not be able to make a connection to the remote IPSec server.

A reboot of the PC fixes the problem.

Seen this problem with the 2.5.2 client on NT. It is not necessary to reboot.

Use Services and Start "Cisco Systems VPN Service"

I've seen this if I immediately try to start the client after a reboot. If I wait for 30-60 seconds for all startup processes(i don't have many) to finish it works fine. This is on XP with v3.1 and v3.5.1B, and the client in the startup group with the included default "C:\Program Files\Cisco Systems\VPN Client\ipsecdialer.exe" "-run_only_if_connected" in the startup shortcut.

Usually you don't need to reboot the machine. Stopping and starting again the VPN policies is enough. I don't know why it happens and how to definitely fix it.

I get the same if I try to start the VPN prior to all my drivers loading. I have some that are very slow.
