Can an additional 3640 be installed to support a growing customer base, whilst at the same time making the addition oblivious to current customers.

i.e. will existing clients be able to connect to the second VPN router at the central site or would a config change be required so that customer routers would use either for their connections.

Could the other 3640 would be able to provide failover? and or load balancing?

The idea is to be able to scale up the number of connections whilst at the same time, saving us having to go all the way to replacing the 3640 with say a 7120 or larger.

From the looks of it you’re going to have to upgrade the router. One way to start is to add the encryption module to the 3600. The next is to upgrade the router. Since your inside clients can only have one gateway, adding another 3600 will be a problem.
