VPN traffic Not being NATed

I have a tunnel I am trying to setup, and I cannot get the traffic to hit the no NAT, NAT rule. It is bypassing the no NAT and hitting the global NAT rule and the traffic, instead of qualifying for the VPN tunnel is going out the egress interface. I have dug into the NAT order and these nats are at the top of the NAT list. I have been trying to figure out why the traffic is not qualifying but am at a total lose.

Anyone have any suggestions on the proper troubleshooting steps needed here?

You have already identified that it is hitting the wrong NAT, so that's good. There may be something wrong with the logic or syntax of the NAT exemption rules. Can you share the config of your nat exemption rule that you have created?
