windows 10 1803 - Anyconnect suddenly stopped working with error failed to determine valid temporary file folder

I've found a couple articles online talking about removing a Cisco folder from c:\temp\

and from %localappdata%\temp\

The folder does not exist in either location.

Creating a folder there doesn't help either.

The error suggests contacting the system administrator which was unproductive.

this was solved but not as i expected.

By accident, I discovered another temp folder on a secondary harddrive.

In path: F:\tmp\temp\Cisco

The user had no permissions to the folder Cisco. 

I deleted it and the VPN client connected immediately.
