couldn't verify your Office 365 subscription. Please make sure that you're connected to the Internet - WE ARE

Many users see this occasionally in their office programs "couldn't verify your Office 365 subscription.  Please make sure that you're connected to the Internet"  They hit retry and it just keeps coming back.  I ask them to verify the internet is working and visit any external site like amazon, microsoft, cnn, etc...  They try those sites and they all work.  But for some reason Office is not able to "reach the internet".

 

There are no other proxy settings in place.  We have a S600V using transparent proxy and https inspection (WCCP defined in Cisco ASA).  We have an Office365 live feed custom URL category using Office 365 web service URL: https://endpoints.office.com/endpoints/worldwide

 

What is causing this to be blocked?
