Recording doesn't show fullscreen participant

I recorded a WebEx meeting that only included WebEx participant video with no content being shared.  Both the recording playback and the recording download have a small video of the active speaker only in the upper right corner of the screen with the remainder of the view being a large cisco background stating, "There is no content to view at the moment, either because no content is being shared, or because an unsupported media object is being shared."  Content was not shared so why is the video not full screen?  I can maximize the video thumbnail but the quality is very poor.
