Devices showing offline but still working

We have many remote locations using 7821's. At one of the locations one of the phones started misbehaving, giving symptoms like a failing hook switch.  Checking things out in the admin platform I noticed two of the three phones were offline, and a third expired. That didn't make sense because the phones themselves still worked overall.

I tried resetting them and that started a wild chain of events. Now the phones wouldn't register at all and asked for a migration license. These phones were already migrated and online though. Deleted phones from portal and re-added, didn't work. Still offline, still no register.

I ended up setting up three new phones to the same location/user. They worked fine and showed online when on my network. I sent them out to the remote location. Took us back to the beginning - three working phones, registered and able to make calls, but showing offline in the portal. The location now shows double the amount of devices offline, yet three are online and able to make calls.

 

I'm waiting for the original phones to be returned to me. TAC thinks there may be some network issue with some ports possibly being blocked somewhere.. I'm not sure that makes sense to me - if the phone has enough communication to check in with webex and place/receive calls, is that not enough to get marked as online in the dashboard??

The replacement phones continue to be able to take calls but show offline in webex. The original phones work fine on a completely different network/isp.

 

Site has backup 4g - forced failover and phones showed online in webex. Went back and forth a couple times and was able to establish consistency. Main connection is Centurylink DSL with C4000BG modem/router. Noticed it was handing off private ip. Put it in full bridge mode (what they call transparent bridge) and did pppoe on the connected firewall. This let everything connect and now the public ip is directly on the fw but ultimately failed - devices back to offline again.

Phones use google dns delivered via dhcp from the fw.

I'm out of guesses at this point but it seems to be something very specific/narrow from the provider to Webex.
