By Webex Teams you are referring to Calls in Webex or Webex Calling/PSTN-Calling?
In case of Calls in Webex: It is just inside the Webex app, so no Country Code/PSTN number is involved.
In case of Webex Calling: Calls that are not in your org will be routet to PSTN via the site's PSTN configuration. It is up to the provider to route the call to its destination.
