Touch screen locked, do I need an account linked to the TV to unlock?

Hello,

I recently repaired my Cisco spark board 70s as the screen was not functioning.  The repair company said the touch is working and that they have contacted Cisco as to why the touch was not functioning.  Mind you all electronics point towards it is functioning.  Cisco said the Board needed to be registered in order to unlock the touch.  Can anyone confirm this for me?  Every time I call cisco no one knows the answer to this questions and tries to have me create a contract for this Board for $$.

What is on your board screen now.  If you are on a registration screen, do a factory reset.  Log into your Control Hub and add it as a workspace or device and generate a new registration key. 

I’m at the screen where you choose a language.
