Unable to import contacts in Webex

I've been trying to import a contact list into Webex.  I keep getting a generic error message.  I've downloaded the template, tried UTF16, UTF8, comma, tab delimited... nothing works.  Why is it so difficult to import a list of names and email addresses so they can be placed into a distribution list?

Does anyone know the format and what the import expects?  Or is this just broken?

I recommend using LibreOffice Calc over Excel since it works way better with .csv files. Just save the list as a UTF-8 file with "," as the delimiter. It should work then.
