Usually when someone can't annotate in a meeting it is because they have joined using the Webex Browser app. Most attendees using Chromebooks will join using the browser app and if the attendee doesn't install the app on their Windows/Mac computer, they will join using the app as well.
Cisco is working to create more feature parity when attendees join using the Browser app so this should change in a future update.
