If you change the meeting details (agenda, time/date, etc.), Webex will prompt you to send an update to the participants, however, you will not be able to make edits to this email that Webex sends. You would need to use your own email and calendar solution (ex., MS Outlook) to manage the email you need to send to the attendees.
