Hi there. We've worked for years with an outside vendor who used to have their own Webex meeting link to invite us to their meetings. Since we've moved to our new version of Webex, I'm unsure how to create a Webex personal room for someone not within our company email system so they can continue to plan and start meetings from their end. Any suggestions?

you can add a user with the email address of the vendor (provided that the user's domain is not claimed elsewhere) then assign a license to the external person from the control hub

Why do you want to create a personal room for them ?
Your vendor can continue using their Webex account sent invites to you and you can join the meeting.
they can even dial your personal room and join the meeting..

The user may sign up for a free account. For sure, that one has some limitations like max 40min per meeting or so, but it is free of charge. You may also check out the pricing plans: https://www.webex.com/pricing/index.html
For sure, you may also create an account in your org, but I guess that's not wanted due to privacy reasons etc.
