@ShawnA1229 , @itadmin.hgs , in most cases this error message means that the user (with this specific email address) already exists in another Control Hub Organisation.
I would recommend to open a TAC case for this: https://mycase.cloudapps.cisco.com/case

This was in fact the case. I worked with TAC and the user had gone to webex.com and created a trial/free account using their corporate email address which was also used for their paid corporate email address. Once the free account was deleted the issues was resolved.

Also,
The resolution was to go to settings.Webex.Com and delete the free/trial account (be sure to have them check that they do not have recordings/meeting history/etc. on there that they need prior to doing this as it will be permanently deleted).
