Virtual Background in Webex Meeting app is greyed out

We have virtual backgrounds enabled for all users but one user is not able to enable it in meetings.  She is on version 41.3.5.8 and we confirmed that others using the same version do have virtual backgrounds available.  She has uninstalled and reinstalled the meetings app with no change in it's availability.  

Has anyone else run across this issue and have a suggestion for a way to fix it?
