Why is "Assign cohost" field greyed out?

Using web.webex.com, when scheduling a meeting I see no option to "Make this attendee a cohost" or "Let me choose cohosts for this meeting". After scheduling a meeting, under "Who is Invited", "Assign cohost" is greyed out for every attendee. Once a meeting has started, I see no way (as the main host) to make anyone else a cohost. Why is this option not available to me? Is it because I currently have a free account?

We have several clients in one department who cannot assign a host because the Assign CoHost button is grayed out. We have a campus-wide license, and their profiles do not show any issues. Why is this happening?

@DM_CPCC , can you confirm that they all have an active Webex account on the same Webex site?

All clients are confirmed to have active WebEx accounts.

I upgraded to a Starter Plan and I think I have found the answer. Looks like you can only make someone a cohost if they also have a paid account...
