The recording format is Active speaker view.

The cloud shows attendees, but once downloaded, they are invisible.
Is there a way to make attendees visible?
Video-Centric is enabled only when you share an application or you share your desktop and disabled when you share a file or a whiteboard during a recorded meeting session.
It's the feature which lets you choose the recording layout (Video thumbnails view, active speaker view, content-view only)
In your case as shown in the screenshots you shared a whiteboard during the session which stopped the Video-centric option and therefore the attendee small window is not visible in the downloaded version but only in the online version, unfortunately nothing can be done to make the attendee visible in this recording.
