Unable to promote attendee to panelist as host

Question

Yesterday I hosted a Webex Event.  A guest who was supposed to join as a panelist was having trouble joining.  They eventually got on to the event as an attendee but I could not promote them to a panelist.  All the options were grayed out. 

This has happened before.  Haven't been able to figure out why.  

I believe they were trying to join from a laptop initially.  Not certain if they had the Webex app installed or were trying to join from a browser.  They finally joined from their smart phone and it worked.  

But mainly curious if anyone has encountered not being able to promote an attendee to panelist.

If the participant joins via "Join by Browser", you will not be able to promote them to panelist.

Yup -- what BGR said.  Good tip to remember because I often forget and have the same issue!
