I have a 5508 WLC running software version 8.3.122.0 and some brand new Aironet 1815i Access Points. Just plugging the APs they should find the WLC, but all the do is flash green. How can I get them to see the WLC? or get them on my network?

Apparently I figured it out. My controller now sees the AP. I had to console in and setup the AP, then go into the CLI and use...
ap-type capwap
that got it going.

you will need to upgrade you WLC to 8.5 code before the AP can join.

Ok question then, will my old 1142 aps work. I had updated at one time and those couldn't be seen. I need to run both the 1142 and 1815 simultaneously, working on a budget.

Not really sure, but at least in 1852 the led blink in green when they´re joined to WLC. The LEDs behavior are different from your 1142. Not sure what you need to upgrade as @d.friday said, I check out the wireless compatibility matrix and it says you can have both 1815i and 1142.
You can check the matrix here.
If your have access to your WLC you can do a "show ap summary"
not sure if I understand really good, because I'm not a english native speaker. But well, the last versión that support your 1142 is 8.3.150.0

I saw the Matrix, and that is why I got the 1815i's. I can't download a software update. It should be compatible with both, but the 1815i isn't connecting. If someone wants to tell me how to setup each AP to connect the WLC I will do it manually.

The APs have CAPWAP Image right?
can you shared the output of your "show version" command
About the manual configuration you ca try:
capwap ap ip address X.X.X.X 255.255.255.X
capwap ap ip default-gateway X.X.X.X
capwap ap controller ip address X.X.X.X

I don't know. I tried earlier to do those but the commands didn't work. All the aps ask for me to quite autoinstall, and I don't know what to fill in for them exactly. The questions are rather vague in my opinion. as I tried to do it manually earlier and what I thought I was filling out I wasn't.

Both type of AP should work with this((8.3.x) version. But still i will recommand to use 8.3.150.0(Stable one).
Paste the output of these commands:
sh sysinfo from WLC
sh version from AP
and the complete bootup process from AP Console.
