Aironet 1231G not obtaining an IP as WGB

We have a 1300 root bridge sitting on the outside of a building. I configured and installed a 1231 in another building adjacent to this building. The line of site is perfect.

The 1300 can see the 1231, and has it in its association table as a WGB, however the 1231 is not obtaining an IP address.

the 1300 is Autonomous and the 1231 is Lightweight. We tested the 1231 in our lab with another lightweight and of course it worked, but not having much luck with the autonomous bridge.

Any ideas on why i can't get an IP?
