I don't have any equipment yet. I am looking into a wireless LAN for a small company and am trying to save money. I just need to know if it possible to have the network without having to buy an access point.

Yes, then you could buy a device that has wireless capacity included, like the RV340W model.

For the wireless if you want Cisco On-Prem and its only going to need <10 APs you could look at Mobility Express, that way you don't have to also purchase a wireless controller.
Other options for the controller would be vWLC and run in on a VM
If you don't require On-Prem you could look at Cisco Meraki. You could have a look they quite often have some webinars where you receive a free AP or Switch or Security Appliance and a 3 year licence for them if your eligible.
For an all in one option you could look at something like the 800 Series Routers:
