Maybe these days somebody struggles the same way like I did last week.
So if you want to use the embedded 9800 WLC (often called eWLC) on a catalyst 9300 switch. You have to download the special releases from this site: https://www.cisco.com/c/en/us/solutions/enterprise-networks/software-defined-access/compatibility-matrix.html
At the moment the only working release is 16.10.1e: (https://software.cisco.com/download/specialrelease/243cab156106f62a25ae3932eb2ecc62) don't forget to download both, the correct switch image and the corresponding eWLC image.
