Cisco 2802i with 2960X Radio Issue Issue

We have a 2802I AP that is showing as connected on the switchport.  It was only pulling 15400 watts.  I manually set the power consumption to 26000 watts and then restarted the port.  I then reverted back to power inline auto and now it pulls the correct power. 

 

Gi2/0/40 auto on 26.1 AIR-AP2802I-B-K9 4 30.0

Gi2/0/40 XXX-WH-AP10 connected trunk a-full a-1000 10/100/1000BaseTX

 

The radios on the AP will not come up.  Admin is up, but operational is down.  I am able to ping the device.

Any assistance/feedback would be appreciated.

 - Cold boot the AP ; logon to it and issue show logging , check for errors.
