Cisco 3600 aios can't set power higher that 2dbm

Anyone ever seen this problem?

not working 3600e(config-if)#power local ?

  <2 - 2>  One of: 2

  maximum  Set power to allowed maximum

Instead of

working 3600e(config-if)#power local ?

  <2 - 23>  One of: 23 20 17 14 11 8 5 2

  maximum   Set power to allowed maximum

Have you tried to set the antenna gain first then see if the allowed power is available.

yeah,  I have also defaulted the AP.  no luck.  Power on the switch port shows 15.4 also

From show controller d1

Configured TxPower:             -4 dBm

Allowed Power Levels:           -4  dBm

Allowed Client Power Levels:    -4  dBm

Active Rates:

CCNP - Wireless
CWNA and CWAP

CCNP - Wireless
CWNE #136

What does this show when you issue the command:

show controllers dot11radio 0
show controllers dot11radio 1

You see this on d0 also, -4 just means 40 MHz.
