Cisco 3850 Wireless controller problem

Hello. I have cisco 3850 switch, which was configured as wireless controler. I have 2 APs AIR-CAP2702E-R-K9. Both APs were connected to Gi 1/0/13-14. I see mac address of this APs on both cisco ports, but when i use command sh ap summary i get this output:

 

Number of APs: 0

Global AP User Name: Not configured
Global AP Dot1x User Name: Not configured

 

Software on the switch

My question is: Why system didn't defined this APs as AP and didn't apply configuration from Cisco 3850 WC?

How are the APs powered up?  The switch is a non-PoE variety.  Are the APs showing up in the "sh cdp n" output?
