Connection to open wifi network

Hello,

We recently switched from using a AD credentials to log into the wireless network, to using public wifi.  There is no splash screen or authentication of any kind.  However, some students are having issues connecting to the public wifi.  Some devices say "connecting..." but never connect; others connect but have cannot get out to the Internet.  This has been happening a lot on Macbooks, but some android and PC devices are affected as well.

Hi

DHCP is ok? If so, can they ping the gateway after connected?

What debug client on the WLC says?

When connected, they get a 169.x.x.x address.

that´s the problem. 169.x.x.x means no IP at all. This stand for APIPA(Automatic Private IP Addressing) . Either you dont have a DCHP service or you DHCP server is broken.
