Create SSID Guest Portal and authen local user

I need Create SSID Guest Portal and authen local user with firmware 8.7

I try to upgrade firmware to 8.7 but create guest portal different 8.3

My lab Test

1. SSID : Test

Authen : PSK
VLAN : 30

Client can access internet

2. SSID : Guest

Authen : Guest
VLAN : 30

Client can't access internet

I think some config wrong Please help me recommend for config Guest portal

You've created a ssid with web portal and local net users to authenticate, right?

Can you share your wlan configuration please?
