Hi Ibrahim,
Since you are running 7.0.252.0 version that command may not applicable for your version.
For joining the AP temporarily to the controller, Remove NTP server from WLC and change the date of the controller. Hope this should help.
Below link for your reference.
once the APs joined to the controller. Please upgrade the controller to latest stable OS which should support all your access points. So that you wont face any certificate issue in future.

- For both questions you need to go to cisco.com and -> Software downloads. Find the latest release for your platform, study the release notes and the installation & upgrade guides and or guidelines.

- Upgrade the controller first, which is actually what you may need in the first place, the AP may have an old certificate. If the problem persists with the latest software version for the controller, then google on how to turn off certificate verification.

Hi,
Which model AP is not joining to the controller?
Remove the NTP and then Change the year of WLC as 2017 or 2016 Under commands —> set time.
1131 model devices has this kind of issue..post reboot they won’t join to the controller due to certificate expire..
