Hello.
I have this issue. I connected many AIR-AP1852I-E-K9 and AIR-AP1852E-E-K9 (they need 20.9W) to different switches that provide 15.4W so I saw "PoE/Medium Power (15.4 W)" on WLC. To provide what my APs need I used a power injector but even after that the WLC says "PoE/Medium Power (15.4 W)".
I tried three power injectors... Cisco, TP-Link and Maxi-Link. Still no joy.
Any idea what is going on?

If you know for sure that switch or POE Injectors can provide 802.3at power, then probably it might be a bug.
Can you share the output of the following commands
On AP
show controllers dot11Radio 0
On WLC
show ap config 802.11b <AP Name>

Switches cannot provide 802.3at power so we use 802.3at power injectors that should be capable of it.
WLC: A command shows 15.4W.
I checked logs on the AP and it says: CDP POE negotiation failed.
