Passive survey without a map?

So I've been tasked to do a wireless passive survey without at map, is this possible? if so, how? lol

Without a map how do you record these measured values to a point where you getting those.

Without map you can get the RF values recorded , however how would you know the actual values for a geographical location? Map is the reference
