For site survey I might recommend Airmagnet to measure your rf and map out your area of coverage. For layer 1 spectrum I might recommend MetaGeek wispy ..

Kindly check the following options

(AIRMAGNET)
http://www.airmagnet.com

- Seemed a little clunky.
- Complicated
- Multi-floor support.
- Custom reporting.

(EKAHAU SITE SURVEY)
http://www.ekahau.com/

- Extremely accurate AP location system, especially in small floor plan surveys.
- Does not support 64-Bit OS (as of 05-30-2010). 64-bit coming soon.
- Automated reporting.
- Simple interface.
- Includes AP planning features, that other survey software lacks.
- Multi-floor support.
- Has phone & email support.

(VISIWAVE SITE SURVEY)
http://www.visiwave.com

- Affordable
- Custom detailed reporting.
- Supports 64-Bit OS.
- Lacks true multi-floor support.

(MERITECH WIFI NETWORK SURVEY AND DESIGN)
http://www.meritechsolutions.com/

- Complicated.
- Business Headquarters: Kawasaki, Japan

If you on the budget then check Metageek options: their spectrum analyzer is solid yet pretty cheap.

If you are building for future I'd suggest AirMagnet survey, and in the future you can add Planer option.

As for spectrum analyzer in that case check Cisco Spectrum Expert or Aiagnet again.

Ultimately you will need something to troubleshoot issues with. AirMagnet analyzer is great but expensive, OmniPeek is great too and cheaper. Again if on the budget check Metageek EyePi
