Web Authentication on a WLC

[AQUALUNGAMERICA]

I am looking for best practices for web authentication on a WLC. New to the WLC and am wondering if the web authentication local to the WLC, no radius or LDAP,  requires one user per connection on a guest wireless?

I don't have the finances to properly use a radius server on my infrastructure yet.
