Will the 2702 AP require the full 15W? Should a switch labeled as POE+ give every AP enough power? The HP procurve 2530-24G POE+ deliveres 195W but we're not sure if it can support all 24 ports.

Yes 2702 AP requires 15W.
Normally its depend on the length of the cable connecting from swicth to AP.
"When deployed using a Power over Ethernet (PoE) specification, the power drawn from the power sourcing equipment will be higher by some amount dependent on the length of the interconnecting cable."

The access point is 802.3af (15.4 W) compliant and can be powered by any 802.3af-compliant device.
The recommended external power supply for the access point is the Cisco AIR-PWR-B power supply. The access point can also be powered by the following optional external power sources:
