CAP to LAP AIR-3502E radios not working after IOS change

I have a few AIR-CAP3502E-A-K9 access points that I want to change to Lightweight mode.  I did a lot of researching and found that I needed the ap3g1-k9w7-tar.153-3.JAB.tar file or a similar version of it.

I do have that file and I was able to upload it to the 3502E and it does boot up. But, neither radio will come up.

The radio status shows up but the protocol says down.

I tftp'd the IOS to the AP and then ran the archive command then deleted all of the CAP type files.

Any ideas on how I can get this working correctly?
