Introduction
vWLC licenses require a 'Base Feature' (wlc-virtual) as well as base-ap-count feature to function.
Occasionally licenses may be erroneously generated without the 'Base Feature' component. A license in this state will successfully load on a vWLC, but not allow access points to join.

CSCuf74326 Details
Symptom | Cisco Virtual Wireless Controller is given a valid license with an AP count. Installation of the controller is successful, and the show license summary command shows the license in use with the correct count. However, the homepage of the controller GUI shows “0 access points supported” and APs are denied association with the controller. |
Condition | This issue occurs only when you provide a license file that contains only adder licenses and not the base feature. |
Workaround | Request for a correct base feature AP count license file. |
To determine if a suspect license in is in the state, use of an xml editor (such as Xml Marker) makes this task easier.

If a license is generated without the wlc-virtual component, request that the Cisco Licensing team regenerate the license with both components.
