Core Issue
The base station is designed to prevent Telnet or browser connections for security reasons.
Resolution
You can't telnet into the Base Station using Public IP address i.e IP address provided by the ISP for security reasons. But you can ping the Public ip address. You can only telnet using internal IP address 192.168.200.1.
